Moderatpers – Pemilihan Raya (PEMIRA) Universitas Hasyim Asy’ari akan segera dilaksanakan. Para mahasiswa akan segera menyambut pesta demokrasi kampus. Di tengah persiapan menghadapi PEMIRA, kebijakan komisi pemilihan umum mahasiswa (KPUM) UNHASY tentang kelonggaran kepada Paslon yang tidak memenuhi persyaratan sangat dipertanyakan.
Saat uji kelayakan, ada beberapa persyaratan dari masing-masing Paslon ketua badan eksekutif mahasiswa (BEM) UNHASY yang persyaratannya belum terpenuhi dan bahkan melanggar ketentuan. Terkait hal tersebut, KPUM justru memberikan beberapa kelonggaran bagi masing-masing Paslon. Tentunya, kebijakan tersebut menimbulkan banyak pertanyaan bagi mahasiswa.
Kedua Paslon disinyalir melanggar beberapa ketentuan. Kedua paslon diketahui melanggar pasal nomor 4. Paslon pertama, diketahui melanggar ketentuan poin nomor 12. Sedangkan Paslon kedua tidak memenuhi persyaratan poin nomor 6.
Seperti dilansir dari Instagram @kpum_unhasy. Dalam akun tersebut menjelaskan bahwa setiap Paslon harus memenuhi beberapa ketentuan sebagai syarat pencalonan ketua dan wakil ketua BEM.
Dalam ketentuan nomor 4 dijelaskan bahwa setiap calon minimal sedang menempuh kuliah semester 4 dan maksimal semester 6. Sedangkan kedua paslon, saat ini sedang menempuh kuliah semester 7. Tak hanya itu, Paslon pertama diketahui tidak memenuhi persyaratan poin nomor 12 yaitu kuliah di dua kampus.
Lalu untuk Paslon kedua, mereka tidak memenuhi syarat nomor 6 yaitu menyerahkan 15 kartu tanda mahasiswa (KTM) di tiap fakultas di UNHASY. Mereka kedapatan menyalahgunakan beberapa KTM yang mereka dapatkan dari beberapa mahasiswa. Pasangan ini menggunakan KTM untuk memenuhi persyaratan tanpa sepengetahuan pemilik KTM. Oleh karena itu, pasangan ini tidak memenuhi syarat yang telah ditetapkan oleh KPU.
Menanggapi hal tersebut, KPUM memutuskan untuk memberi kelonggaran kepada masing-masing Paslon dengan alasan untuk memudahkan masing-masing paslon karena waktu pendaftaraan yang sudah mepet. Kebijakan tersebut diputuskan oleh Falah Andhika selaku ketua KPUM UNHASY atas saran dari wakil rektor III UNHASY, ibu Elisa Nurul Laili, S.S.,M.A.
“saya sebagai ketua KPUM yang pada saat itu menghadiri kongres. pimsid (pimpinan sidang) memberikan rasionalitas, hal itu bisa menjadi pengerucutan dari pasal tersebut”, ujar Falah saat diwawancarai. (05/11/2022)
Tentang pasal nomor 4, KPUM yang berkordinasi dengan DPM-U memberi keterangan bahwa pasal tersebut dipermudah karena kartu hasil studi (KHS) yang juga menjadi salah satu persyaratan bisa didapatkan ketika mahasiswa menjalani kuliah selama satu semester penuh. Jadi, ketika mahasiswa melampirkan KHS semester 6 pada dasarnya ia sedang menempuh kuliah di semester 7.
“Jadi, untuk mahasiswa yang ingin melampirkan khs smt 4 dan smt 6 sesuai dengan pada pasal itu sebenarnya dia sudah semester 5 dan 7”, sambung falah.
Pada pasal 12, KPUM memberi keterangan bahwa salah satu dari Paslon yang melanggar pasal tersebut telah mengajukan cuti dan telah disetujui oleh pihak kampus terkait. Setelah dipertimbangkan bersama DPM U, KPUM akhirnya memutuskan untuk menyetujui alasan ajuan cuti tersebut.
Tentang isu surat rekomendasi yang belum didapatkan oleh Paslon pertama. Falah telah mengkonfirmasi bahwa mereka telah mendapatkan surat rekomendasi dari pihak Fakultas meskipun mengalami beberapa kendala.
Paslon tersebut terkendala dekan yang sulit ditemui karena kesibukannya. Meskipun begitu, mereka tetap bisa mendapatkan surat rekomendasi dari fakultas atas persetujuan dari dekan fakultas ekonomi.
Terkait Paslon kedua yang menyalahgunakan KTM untuk memenuhi persyaratan nomor 6, KPUM sangat menyayangkan kejadian ini. Sebenarnya, KPUM sudah memberi kelonggaran agar Paslon ini mencari penggantinya dalam waktu 1×24 jam setelah pelaksanaan audiensi. Tetapi, Paslon tersebut gagal memenuhi persyaratan dalam waktu yang ditetapkan. Oleh karena itu, berdasarkan pertimbangan dari divisi hukum KPUM diputuskan bahwa paslon tersebut di diskualifikasi.
Ke depannya, KPUM akan meninjau beberapa permasalahan yang terjadi pada PEMIRA tahun ini. Tentunya, apapun yang sudah disusun oleh KPUM terkait sistem dan pasal-pasal akan dievaluasi agar permasalahan yang terjadi tidak terulang di PEMIRA tahun depan.
“Dan harapannya lagi untuk mahasiswa unhasy marilah kita berdemokrasi dengan lebih dewasa untuk UNHASY lebih maju”, kata Falah.
