Berdasarkan data Sistem Informasi Pengelolaan Sampah Nasional (SIPSN) Kabupaten Mojokerto mengalami peningkatan timbunan sampah pertahunnya yaitu sekitar 1,02% pada rentang tahun 2019-2020. Timbunan sampah tersebut, didominasi sampah sisa makanan dan kertas karton. Dibandingkan peningkatan timbunan sampah di daerah sekitar Mojokerto seperti Surabaya dan Gresik, nilai peningkatan timbunan sampah di wilayah Mojokerto pertahunnya lebih rendah. Namun demikian, angka ini masih jauh dari target Kebijakan Strategis Daerah (Jakstrada) sebagaimana tercantum dalam Perbup Mojokerto Nomer 78 tahun 2018.
Dari tahun ke-tahun timbunan sampah di berbagai daerah mengalami peningkatan ataupun penurunan. Sebenarnya, timbunan sampah merupakan permasalahan kompleks dalam kehidupan sehari-hari. Sedangkan, pada tahun 2020 Pemerintah Kabupaten (Pemkab) Mojokerto merealisasikan satu Tempat Pembuangan Akhir (TPA) di desa Karangdieng, Kecamatan Kutorejo dengan luas 4,2 hektare. Meski masih terjadi pro dan kontra akibat miskomunikasi dengan warga setempat, penanganan sampah di Kabupaten Mojokerto mengalami peningkatan sebanyak 10% dari rentang nilai sebelumnya. Jakstrada menargetkan rentang nilai 98%.
Menurut Wali Kota Mojokerto, Ika Puspitasari ketika melakukan pengecekan di TPA Randegan Juni lalu, pihaknya sedang berupaya memiliki mesin pengolah sampah bekerja sama dengan Perusahaan Recycling Technologies (RT) asal Swidon, Inggris. Hal itu, dimaksudkan agar sampah anorganik yang tidak bernilai ekonomis dapat didaur ulang kembali dan tidak menumpuk di TPA. Seperti halnya pecahan kaca, ban bekas, barang elektronik, plastik, dll.
“Sampah anorganik yang bernilai ekonomi kan sudah dipilah oleh Bank Sampah (BK), jadi tidak perlu dikhawatirkan lagi. Tapi yang tidak bernilai ini yang memusingkan kita,” katanya. Jika dibiarkan tidak terurus, sampah akan mengganggu ekosistem lingkungan karena tidak dapat terurai oleh tanah. Oleh karena itu, ia berharap mesin teknologi tinggi yang ditawarkan oleh RT mampu mengurangi jumlah sampah anorganik di Kabupaten Mojokerto yang tidak bernilai ekonomis.
“Nantinya, sampah anorganik yang sudah tertimbun di tanah TPA akan diproses di mesin bernama RT 7000. Ketika sudah diproses, akan keluar dalam bentuk minyak bumi atau Plaxxx yang dapat digunakan oleh perusahaan Petrokimia untuk membuat plastic lagi, sehingga dapat menjadi solusi ekonomi sirkular,” tambahnya.
Dengan demikian, berbagai upaya pemerintah untuk mengkondisikan penimbunan sampah dan penanganannya di antaranya adalah dengan pengadaan TPS (Tempat Pembuangan Sampah), TPA (Tempat Pembuangan Akhir), PDU (Pusat Daur Ulang), me-recycle sampah anorganik, hingga penggalakan sampah organik yang mudah terurai sudah dilakukan. Namun demikian, kesadaran dari masyarakat belum menunjukkan peningkatan. Masih dibutuhkan upaya mensosialisakan dampak buruk dari penimbunan sampah kepada masyarakat secara berkala. Masyarakat juga membutuhkan waktu yang panjang untuk beradaptasi dengan pembiasaan sehat demi kebaikan bersama.
