Moderatpers – Beberapa Perwakilan Unit Kegiatan Mahasiswa Universitas Hasyim Asy’ari yaitu, UKM Mbureng, UKM Sinematografi, UKM Bimapala, dan UKMP Moderat melangsungkan pertemuan dengan Wakil Rektor III Unhasy bidang kemahasiswaan, Chamdan Mashuri pada Jumat (02/02) di Ruangan Biro Administrasi Akademik dan Kemahasiswaan (BAAK) Universitas Hasyim Asy’ari..

Didampingi oleh Ketua DPM Unhasy, M. Zahdi Husaini, mereka mempertanyakan kebijakan atas pembagian dana kemahasiswaan (UKM & Ormawa) yang dinilai tak relevan dengan kebutuhan program kerja yang diajukan.

Selain itu, mereka juga mempermasalahkan nominal anggaran (yang telah disetujui) dari salah satu prodi yang dinilai lebih banyak daripada UKM atau Ormawa yang secara struktural lebih tinggi diatasnya.

Seperti yang diketahui, alokasi anggaran/dana kemahasiswaan dari kampus untuk seluruh UKM dan Ormawa mencapai Pagu 315 juta rupiah. Sedangkan total pengajuan anggaran program kerja mencapai lebih dari 1 miliar dari anggaran 315 juta.

Menjawab hal itu, Chamdan Mashuri menyatakan bahwasanya dana kemahasiswaan tahun ini dibagi berdasarkan program kerja yang sesuai dengan poin-poin SIMKATMAWA (Sistem Informasi Kinerja Tata Kelola Kemahasiswaan) yang berskala regional dan nasional. Sedangkan kegiatan-kegiatan yang bersifat internal/lokal tidak termasuk dalam kategori tersebut.

“Sebelum tahun baru 2024, bahkan sebelum terbentuk atau terpilihnya DPM-BEM baru, itu saya sampaikan ke UKM-UKM yang lama, kumpul disini kalo ga salah. Saya jelaskan SIMKATMAWA itu minimal regional-nasional. Internal/lokal itu tidak ada poinnya. Maka saya bilang jangan buat kegiatan atau program kerja yang sifatnya internal atau lokal. Minimal regional/nasional,” ujar Chamdan saat ditanyai di lokasi.

Ia juga menegaskan bahwa hal tersebut telah ia beritahukan berkali-kali. Salah satunya pada pertemuan di Aula Lantai 3 Universitas Hasyim Asy’ari.

“Kedua saya sampaikan di Aula Lantai 3, dan itu saya sampaikan berulangkali, paham-paham, dan itu ada keterangan minimal regional, baik lomba maupun bikin kegiatan sebagai penyelenggara dan sebagainya,” tuturnya.

Selain itu, perwakilan dari beberapa UKM juga meminta agar anggaran untuk beberapa program kerja yang potensial dari masing-masing UKM diberikan pertimbangan ulang sebelum benar-benar disahkan.

Berkaitan dengan itu, Chamdan Mashuri menolak dengan alasan efisiensi waktu dan akan berdampak pada rumitnya keadaan. Namun, ia justru memberikan alternatif untuk memanfaatkan saldo anggaran dana kemahasiswaan yang belum teralokasikan karena itu juga merupakan hak seluruh UKM & Ormawa.

“Nah, itu masih ada space itu dimanfaatin, ya itu kalau yang bener-bener bergerak pengin programnya bagus ya kalian bisa menggunakan yang space yang 34 juta itu ya. Maksudnya, itu hak sampean, itu harus ada komunikasi politik antar UKM & Ormawa,” tukasnya.

Catatan: terdapat perubahan anggaran saldo kemahasiswaan dari 34 juta rupiah menjadi 25,3 juta rupiah. (sumber: DPM Unhasy)
